Why this matters — and why now.
By statute, approximately $24 million from the Non-Resident Athlete & Entertainer Tax should be allocated to the Missouri Arts Council. In FY26, the Arts Council received roughly $10 million—already far below what the statute intends. For FY27, the Governor’s proposed budget recommends just $6.39 million, representing a significant additional reduction. If approved, this would likely result in a 32–40% decrease in Missouri Arts Council grant funding for organizations across the state, including Spiva.
This is not an abstract issue. These funds directly support Spiva’s exhibitions, education and outreach programs, youth initiatives, accessibility efforts, and our ability to serve the community year-round.
The Bigger Picture: Arts Funding Works.
Statewide, nonprofit arts and culture organizations generate:
• $1.7 billion in economic activity
• 13,356 jobs
• Over $21 million in state tax revenue
In Joplin, arts and culture organizations generate nearly $5.9 million in economic activity annually, support 96 local jobs, and contribute more than $167,000 in state tax revenue. Beyond the numbers, more than 85% of attendees say they would feel a great sense of loss if local arts organizations were no longer available.
